Random: Brilliant! Imitate the Sleep command in DOS Prompt/Batch File

To sleep about 3 seconds, this is what Martin, Cybergibbons, and gb96 over at Stack Overflow came up with:

ping 127.0.0.1 -n 4 > nul

I say about 3 seconds because it is unclear to me how precise each delay is to a second.
